Position Summary:
Cherry County Hospital is seeking a highly qualified Chief Financial Officer (CFO) to oversee the planning, provision, and allocation of functional resources necessary for day-to-day operations. The CFO will ensure proper planning and allocation of resources, including the preparation and monitoring of the annual operating budget and objectives consistent with our strategic plan. Additionally, the CFO will develop, implement, and manage an effective compliance program to ensure adherence to federal, state, and local regulations. As a key resource for staff and leadership, the CFO will focus on overall compliance-related issues.

Duties and Responsibilities:

- Participate in and/or lead meetings, committees, strategic planning, and lean projects.
- Oversee the formulation of goals, objectives, plans, and programs aligned with organizational goals.
- Ensure proper execution of plans and programs, providing effective feedback on performance and trends.
- Oversee performance standards and metrics, coaching managers to improve planning and performance.
- Promote effective communication, collaboration, quality, and efficiency between departments and managers.
- Provide leadership and oversight in service line growth and development.
- Responsible for overall physician, employee, and patient improvement efforts in conjunction with Senior Leadership.
- Hire, train, supervise, coach, mentor, retain, and evaluate finance division managers, ensuring their professional development.
- Administer general accounting, patient business services, and financial and statistical reporting functions in accordance with established policies and procedures.
- Assist the CEO in developing long and short-range hospital operations plans, including service demand, resource availability, and cost- benefit analyses.
- Compile information and perform comparative analysis to other hospitals and clinics to determine benchmarks for evaluating processes and productivity.
- Manage productivity and volumes by providing statistical reports on resource consumption and unit costs.
- Develop long and short-range operational and capital budgets supported by plans and objectives.
- Oversee departmental budgetary procedures to ensure proper operational and capital planning, efficient resource use, and compliance with budgetary and fiscal controls.
- Prepare cash flow analyses and budget variance analyses.
- Direct the preparation of internal financial reports, including the annual financial audit.
- Ensure timely and accurate preparation of financial reports reflecting the hospital's financial position.
- Lead efforts to reduce hospital operating costs and increase revenues based on market trends, financial reports, and operating procedures.
- Oversee the direction and timely submission of all financial data and reports required by government and other regulated agencies.
- Evaluate and manage payor contracts, advising the CEO and Board of Trustees on material changes as needed.
- Guarantee accurate and timely preparation of monthly financials for distribution to the CEO and Board of Trustees.
- Demonstrate competency in Medicare, Medicaid, and other third-party insurance company billing requirements.
- Understand the Critical Access Hospital program, including cost reporting and its implications on operations and related decisions.
- Commit to practicing Corporate Compliance policies and procedures.
- Conduct regular audits and assessments to identify non-compliance areas and implement corrective actions.
- Ensure all contracts align with organizational goals, regulatory requirements, and best practices.
- Monitor contract performance, compliance, and renewal timelines.
- Develop and deliver training programs to educate staff on compliance requirements and contract obligations.
- Identify potential areas of risk and proactively mitigate compliance and contractual risks.
- Comply with Cherry County Hospital personnel policies.
- Perform other duties as assigned by the supervisor.

Minimum Qualifications:
- Bachelor’s degree in Accounting or Finance.
- CPA certification or Master’s degree strongly preferred.
- Required: Background in hospital or medical finance; preference given to experience with Critical Access facilities.
- Minimum of 3 years of experience as a CFO in a critical access hospital.
- Strong, hands-on, and approachable leadership style.

Physical Demands and Working Conditions:
- Requires sitting for long periods.
- Ability to perform standing, bending, and lifting.
- Repetitive use of hands, arms, and eyes, which may result in strain.

Direct Reports:
The CFO oversees the Accounts Payable Specialist, Patient Financial Services Representatives, Materials Management Manager, Quality Assurance/Risk Manager, and Staff Accountant.
